Rape
Rape is one of the most severe violations of human rights, bodily autonomy, and personal dignity. In Pakistan, this issue is compounded by a complex landscape of social stigma, low conviction rates, and a “culture of silence” that often penalizes the survivor rather than the perpetrator. WEG approaches the eradication of sexual violence not merely as a criminal justice issue, but as a systemic crisis that requires a complete overhaul of societal attitudes and legal protections.
The Challenge: Barriers to Justice
The primary obstacles in addressing rape are the deep-seated patriarchal norms that shift blame onto the victim and the fear of “honor-based” repercussions. This leads to massive underreporting and allows perpetrators to operate with a sense of impunity. Furthermore, the lack of gender-sensitive handling by law enforcement often results in secondary victimization for survivors during the reporting and investigation phases.
WEG’s Strategic Interventions
To dismantle these barriers, WEG has pioneered a multi-sectoral strategy:
- Legislative Reform: We have worked in close coordination with the National Commission on the Status of Women (NCSW) to advocate for the strengthening of Anti-Rape Laws. Our efforts focus on the implementation of fast-track courts, the inadmissibility of a survivor’s “character evidence” in court, and the mandatory use of scientific DNA testing.
- Sensitizing the Medico-Legal System: WEG conducts specialized training for police officers and medical professionals on gender-sensitive protocols. We emphasize the importance of dignity, confidentiality, and the precise collection of forensic evidence to ensure higher conviction rates.
- Life Skills-Based Education (LSBE): Through our youth programs, we empower the next generation with a clear understanding of consent and bodily boundaries, creating a foundational cultural shift toward mutual respect.
- Mobilizing Male Allies: Recognizing that sexual violence is rooted in toxic models of masculinity, our “Male Allies” initiative engages men and boys to challenge the behaviors of their peers and champion a society where “no means no” is a non-negotiable social and legal standard.
